Excerpts from this Public Meeting:

• Town Warrant has 2 vehicles on.  Right now I'm short 2 vehicles; I had to take 2 vehicles out of service that didn't pass inspection - one got rejected and the other one will be rejected.  So right now I'm down to 3 cars.
• Of the 3 cars I have right now, the lowest mileage is about 130,000.  COMMENTARY:  Not True!  Read This folks =>  2005 Ford Expedition Repair Record 09/04/14
• I'm also going to need another 2 next year!
• At 2:45 Chief states he got bids from MHQ, and if we buy the cars we have to join the Plymouth County Bid.  We could get them for about $600 a piece less, but it's $400 to join that.  COMMENTARY:  Wrong!  Here is the actual cost to the Town - $200.00.  Read This folks =>  2015 Plymouth County Bid Membership
• " I don't want to spend $400 out of my budget unless the cars are approved.  No sense in spending the money if the voters aren't going to approve it, the cars. "
• The fleet is absolutely deplorable.  I brought 3 of the cars down to Lamoureux Ford for an assessment.  Ford Expedition quote was $3,000, and that doesn't include the body work.  This failed inspection because of excessive body rot.  The 2004 Ford Taurus (i.e. Detective Chase vehicle) is worse in body rot.  I "think" it was $2,000 to fix the Ford Taurus.  I took those both off-line (i.e. out of service).  I took my unmarked car (i.e. Chief's taxpayer paid take-home vehicle) down to Lamoureux thinking it was the best car in the fleet and they quoted me $4,023 to fix that.  I had most of the work done locally at a substantially lower cost, but I can't afford to loose another car.  So that car has been repaired.  COMMENTARY:  Chief Spiewakowski never publicly discloses, displayed or stated any evidence of what is actually wrong with the three (3) police vehicles he just described!!!!!  The Committee only hears evidence of quotes of $3,000,  $2,000 and $4,023, and total of $9,023.  Plus the Lamoureux Ford quotes are for automobile repair work, not for body work to fix/repair rot.  As the appointed Chief of Police he's solely the individual responsible for his own vehicle fleet folks!  How do taxpayer paid vehicles suddenly need $9,023 in repair, and suddenly prior to an annual town meeting?
• At 4:06 " This all hinges upon whether we get the funding approved by the voters at the town meeting.  But come spring, even if these 2 cars are approved, I'm going to need to keep those 2 cars working, the 2 marked cars.  Right now I have nothing.  If I have a car go down, right now I have nothing to replace it with. "
• At 4:40 Chairman Gerald Sauer states, " I think the general, aah, should approve your 2 vehicles mainly for the safety of the Town.  Its kind of said, but not said.  Ahh, if your cars are in real bad shape you might not be able to make a call for a 911 call. "
• Chief replies back, " We've had cars break down on the way to calls.  We've had cars towed in.  We've scaled back on what calls we responding to because we don't want to put the miles on the cars. "
• At 5:37 BOS member David Delanski replies " Now the 3 cars you have are your car, and the 2 marked. "  Chief replies " of two marked ones, one is a 2007, one is a 2010. "  " The newest car I have is the 2010, and that is 5 years old. "
• Chief Spiewakowski public tells the Board/Committee that the average life expectancy of police cars is 3-years or 100,000-miles.  At 06:32 Committee member Steven Moorhouse tells him that in his own report he had 7-years and Chief replies back "Ooh" and that Mr. Moorhouse continues stating, "that is what you said in your report, 7-years."  COMMENTARY:  First it's 3 years, and then once corrected by someone paying attention to the testimony, the answer magically changes to 7-years.
• Two (2) cars are 10-years old, 2 are 8-years old, and one that is 5-years old.  Chairman Sauer:  " If the town, aah, voters do approve the cars, are you getting the SUV's? "  Chief replies "Yes. "
• At 7:22 Chairman Sauer "One of the questions that you may get at the town meeting where you have 3 cars, and you so to speak have 3 cars down, do you really need 6 cars?"  Chief replies back "We don't have 6 cars."  Chairman Sauer "You say you have 3 now."  Chief "I only have 3.  Right now I have 3 cars."  Chairman Sauer :"What is the total cars you have?"  Chief "We have the Humvee also, honestly I don't count it.  We only use it for emergencies."  Committee member Moorhouse "It's a real thing, it's real.  Doesn't matter you have to count it.  I understand you don't want to count it, but you have to.  It something that you use.  If you don't have it, then you can't count it.  Otherwise you have to count it; and that is what people see.  You are saying you don't want to count it because it's not something you say you don't have; so you have to count it!  You just have to.  You do.  The public sees it as a car, they see it in the driveway, they see it on parades, they see it on patrol.  You have to count it.  And that is something you have to do."  At 08:40:  Chief replies "OK." in a soft tone of voice.    COMMENTARY:  It takes a smart resident on the Capital Planning Committee to publicly tell your Chief of Police he has been miscounting & misinforming the taxpayers for years now of the total number of police vehicles his own department has?  Yikes - finally the truth, and for the public to hear the "correct" answer...
• At 8:50 Chief "Well, we have an ATV also."  Committee member "Of course."  Chief "Oh OK, for the sake of argument we have 5 vehicles."  Committee member "Six."  Chief "Six.  OK."  COMMENTARY:  Still arguing & still counting, and then finale.
• Chairman Sauer:  "One of the questions that they may ask you at the town meeting would you survive with 5?  Could you get rid of one of your vehicles?"  Chief "We did that already, and I know I presented the information to the Board, and David (Delanski) could attest to this, they asked how many vehicles we needed, the answer was 5.  We have the one that I have by contract, we have the 2 patrol vehicles, and a spare patrol vehicle just in case one of them went down, which we always have, and we need a second unmarked.  We are using the second unmarked for sensitive investigations, surveillances which I have 2 surveillances which I need to do now and I have nothing to do them in, and if we want to target aggressive drivers, we can't use an unmarked unit.  So we need to have the second unmarked unit."  "I have been through this with the Board, and I have been through this with the Finance Committee also."  "It's to fulfill operations."
• At 11:30 Brief discussion of how the Town used to replace police vehicles every couple of years, and that plan fell apart.
• At 12:15 Committee member Moorhouse states "Every vehicle should be replaced every 2 years.  So if we have 5 vehicles, every 10 years.  Every vehicle would be brand new.  Instead of going to town meeting, that is not appropriate to ask for a vehicle every 2 years.  They should get a vehicle every 2 years.  This is the Capital Planning Board, we are supposed to be capital planning for the future, not for any specific person, whether we like him or not, whether we like the selectmen or not, whether we like the chief.  The Capital Planning Board should just move on and these people need these vehicles.  We shouldn't have to beg for a vehicle every whatever, they should get a new vehicle every 2 years - it's an operating cost just what we cost to have our Town.  That's how I feel."
• At 14:30 Brief discussion of the previous replacement schedule.  At 14:35 Finance Committee member Barry Mongeon (in the audience) asks "Does anyone know what that reason was?  Why did we get away from that?  That is something the Finance Committee has talked about several times."  Chief "We had a replacement schedule..."  Chief "A new vehicle is $40,000."
• At 18:10 Town Treasurer William Schlosstein states "I don't think you want to put it up to a political process." (referring to general discussion on leasing options).  At 18:25 "...the fact that we are making it get 2/3 vote, and make it a 2/3 vote on paper."  Chairman Sauer "You could have people that go to town meeting that don't really give, or a care of doing the right thing".  "...you can't put a gun to the voter's heads and pass this, you know..." (referring to general discussion on leasing options, etc.).
• At 20:35 BOS member David Delanski public stated "What the Board was thinking was to purchase these 2, if we are going to look at leasing, we'd have to purchase these 2 now, but whatever we do now, we need them, we need the cars, was to purchase them now and look into the possible leasing for the annual."  Committee member Moorhouse states "How would you purchase them without a vote?"  "Delanski "You have to get a vote.  It's an article on the Special."  Mr. Moorhouse "How many cars?"  At 21:10 Delanski "Two.  And it requires a majority vote only."  COMMENTARY:  Mr. Delanski just admitted at a public meeting the vote for the police cars is "majority vote only" and not 2/3?  Is this legal for a BOS member to pick the voting procedure?
• Committee member Moorhouse states "We have a Town to take care of, not ourselves.  It's not my vehicle, it's not your vehicle, it's our vehicle.  We need to replace these vehicles.  Not necessarily unmarked vehicles or military police vehicles.  I feel we should have line vehicles, marked vehicles and we shouldn't have any unmarked vehicles or any military vehicles.  We should have new vehicles that are reliable.  Chief "I disagree with you on the unmarked vehicles."  Mr. Moorhouse "I understand that, but we all disagree with that.  We want vehicles that work, when you turn the key they turn on and go.  You might have different views, but..."
• At 23:43 citizen/taxpayer Michael Baril asks Chief Spiewakowski what is the plan he is going to do with the 2 out-of-service cruisers (i.e. trade them in for some financial gain, sell them as surplus vehicles to gain some revenue for the taxpayers, or other).  Chief replies "Aah, they'll probably be scrapped.  They have no value, the 2 cars that we own, the 2 that are off-line, they won't pass inspection."  Committee member Susan Johnson asks "So they are not functioning?"  Chief "Yes.."  Mr. Baril states "MHQ hasn't offered the Town any money for then, even trade-in, even $500.00?"  Chief "I haven't looked in to it, or asked."  Mr. Baril then brings up the conversation of the undercover car.  Purchasing a police cruiser and then making it an undercover car, everyone including the bad people can simply see it's a police car, just minus the markings.  So what would be the point to buying a car that looks obvious that is is a police car with radio antenna & warning lights on it, and that common sense people would know it's a police car, so the purpose of "undercover" is pointless and a waste of taxpayer money (plus the Committee members don't agree to having undercover vehicles).  Chief's reply to Mr. Baril was "I don't understand your question." and no answer was provided.  Mr. Baril "Chief, so you don't have an answer to my question?'  Chief "No."  After the chief's answer, at 28:20 BOS David Delanski is staring at the video camera, and then allegedly slams his pen on to the table (loud noise) and then puts his hands up to his face (i.e. he's pissed their "authority" is being questioned by taxpayer).  COMMENTARY:  Someone needs anger management classes!
• The Ford Expedition SUV and the Ford Taurus sedan are officially off the road.
• At 29:18 Town Treasurer William Schlosstein asks Chief "The fire department has no utility use for that Expedition?  Chief "The body is too far gone."
• Starting at 30:03 and ends at 32:50  Chief Spiewakowski informs the Board that they failed to stick up for him at the last meeting, and that they were supposed to say something beneficial for him.  Committee member Moorhouse and the Chief disagree saying he was supposed to initiate it.  Watch this!!!!!
• At 35:20 BOS member David Delanski publicly states "It's noted on the article.  The warrant was drawn up today, signed today it will be posted on Monday that the, it states that they are to be marked vehicle.  It will be posted on Monday."

Agenda item:  " 2.  Comments and Concerns".

Starts at 3:43 (3min; 43sec).  A citizen/resident asks the Board for an update on old town hall, Phase II project.  Chairman Delanski attempts to answer the question.

Starts at 7:14 (7min; 14sec).  A concerned resident talks about a recent break-ins that have been happening in the Town.  The responding police officer allegedly told her family member, "If they have a treasure troll of stuff, they will be back for more!"  What a rude comment to be made from a Warren Police officer?  A discussion on how could this all happen in our town?

07/24/14     What Happens When You Attempt to Ask a Public Question of Former BOS Secretary Jean McCaughey on How Her Own Assistant Was Also Allegedly Sexually Assaulted Inside Your Own Shepard Municipal Building (and by a totally different alleged suspect)???  You ask the question, "What do you know about your own assistant getting allegedly sexually assaulted?" and then you hear "I'm done talking. Don't call here again or I'll call the police." and then you get hung up on!  So I guess this helps confirm the Town of Warren has some past history of alleged sexual assault crimes being committed during business hours, and again where are any law enforcement investigations?  Why did the same three (3) individuals on the Board of Selectmen allow this to happen to another municipal employee - again?

06/12/14     Board of Selectmen (i.e. Robert Downing, David Delanski, Bob Lavash & Lorena Prokop) and Town Counsel Patricia Cantor blatantly IGNORE official request to fix & resolve their own public corruption matters -or- receive 2 dozen complaints, followed by a residents' class-action lawsuit against themselves.  They choose to be sued by their own residents, go figure!

{ Version} E-mail to Board of Selectmen & Town Counsel Patricia Cantor.  On Tuesday, April 1 was a BOS meeting that night.  The printed e-mail was on Mr. Downing's 3-ring binder of meeting documents, so it's proof the Town received it.

E-Mail Highlights / Public Knowledge:

• Town was advised again, the public official individuals that criminally harassed Mr. Baril, giving the BOS another chance to to not be sued.
• Their public corruption matters taking advantage of their resident has now been exposed, and giving them another chance to not be sued by their own residents in a future class-action lawsuit.
• The alleged corrupt town officials are listed out:  H. William Ramsey (planning board),  Chief Brude Spiewakowski (chief of police),  police dispatcher Lisa Pensinger (who used the town owned computer to slander me on a public website, and allegedly posted sexually explicit material to the same website, and Chief Spiewakowski allowed it),  Robert Souza (former selectmen),  Robert Downing,  David Delanski,  Lorena Prokop (under duress to coverup the coverups of her bosses).
• Selectmen Delanski stated to Mr. Baril publicly that if a citizen wants to file a written complaint against the Chief of Police, I have to address my complaint to him, and the Board of Selectmen will only intervene if the chief asks them to.  Why would the procedure be to file a citizen's complaint to the accused, only to have himself handle his own complaint.
• Attorney Patricia Cantor of Kopelman and Paige, P.C. never replied back either.  She obviously does not work for the taxpayers; because if she did, she'd get off her ass and do something to prevent the Town from being sued.  Instead she takes order from the Board of Selectmen individuals, and chief of police, who tell her when to kiss their ass & lie for them which deceives the town residents, who get continually porked by her disingenuous actions.

When you call the Warren Selectmen's office: Quote:   "Good morning Warren Selectmen's office.  How may I help lie, cheat & steal and stuff your head into the downhill spiral of our Town into the toilet."

05/08/14     "East Brookfield Crooked Court" WITH allegedly corrupt State Employee Elizabeth M. Maunsell

{ Version} "Show Cause Hearing" transcript for Brian Corriveau (Thursday, May 8, 2014 @ 9:30am).

Warren Police Officer C. Scott Romani arrived about 9:15am.  At 9:23am Clerk-Magistrate Elizabeth Maunsell took Officer Romani into the "hearing room" and closed the door, obviously needing to chat, plot & plan what to do for Brian Corriveau.  The door finally opened at 10:02am and officer Romani started calling names of those waiting on the wooden benches.  Mr. Corriveau was just about the 2nd to last person to be called to enter at 10:20am, and he exited at 10:30am.  So everything in the above transcript was in under 10 minutes.  She admitted Mr. Corriveau could provide any evidence, and within 5 minutes or less said he was "guilty", after Warren Police Officer Romani answered under oath "YES" to the Town's nine witnesses against Brian Corriveau.  Ooh and Ms. Maunsell already had the date & time for Brian's arraignment court date - all prepared in advance, go figure!

Chief Spiewakowski's loyal ass-kisser follower, Sgt. Joseph R. LaFlower is factually quoted in Officer Romani's testimoney, "..... Sergeant LaFlower was assigned to be on duty at the selectmen's meeting per Chief Spiewakowski."

05/01/14     MassLive.com - Warren Forum.  Warren resident Jim Gagner posts in a public forum about Michael Baril.

On 4/28/14 username "jimgagner", alleged Warren resident James A. Gagner Jr., 51 School St., Warren, allegedly posted a reply to a current thread called "Who's Moderating?" which was posted by username "ConcernedDebateWatcher" on 4/28/14.

Message Title:  " OK ConcernedDebateWatcher aka Mike Burrill ".

Message:  " You don't live in town & have no vote.  You disrupt Selectman meetings regularly taking time away from the voting public.  You troll the corridors of our town hall on a regular basis trying to stir up whatever it is you try to stir up.  Your agenda has no place here.  Please keep it elsewhere. "

On 4/28 & 4/29 Mr. Baril received a few phone calls from Warren residents informing him that someone posted some rude comments personally directed at him and wanted him to be aware.  One of the calls was a Warren resident who knows James Gagner and she gave him his cellular phone number.  On Tue, 4/29 at 11:21am Mr. Baril called Mr. Gagner's cellular phone 413-218-1465  {Phone call to Jim Gagner}.  It rang, no answer & Mr. Baril left a voice mail introducing himself & also stated he had equal rights as any other taxpayer, etc.

Mr. Baril attended the candidates night public hearing, and when Mr. Baril walked into the Selectmen's meeting room and observed residents sitting down, he saw a gentleman wearing Warren Fire Department clothing, saying fire fighter and the name James Gagner below.  Mr. Baril was not expecting to run in to Mr. Gagner there.  After the meeting ended, in the hallway Mr. Baril introduced himself to Mr. Gagner and asked if he got his voice mail message.  He replied yes he did.  After a second of silence, Mr. Baril asked him if he had any questions for him, and he replied I'm sorry for the post and we are all set now and he exited the building.

Video Recording Note:  We apologize for poor camera angle.  You can blame Chairman Robert Downing for this.  He verbally complained one day when Mr. Baril came to the next following BOS meeting.  He was denied the usual spot for the camera, was cussed at for sometimes using the Town's AC outlet to keep the battery charged, and further berated by being told he should pay back the electricity costs.  Mr. Baril was denied in moving the camera to any suggested spot, and was told to put the camera on a seat in the audience, which intentionally makes the camera angle suck.  Unfortunately even though the camera had a fully charged battery, it died like 5 minutes before the adjournment of the meeting (video length = 1 hr; 15 min; 34 sec).

The Board of Selectmen appointed Donald G. Nickerson, 436 Old West Brookfield Rd., Warren, to be the moderator.

This is the same gentleman that interrupted the 3/18 BOS meeting & then started a verbal altercation with candidate Brian Corriveau.  Wait - Mr. Nickerson was the one that was "applauded & thanked" by Chairman Robert Downing for yelling & swearing at Mr. Corriveau.  Amazing how Chairman Downing picked an alleged "biased" resident to be the moderator & also assigned Mr. Corriveau's seat right next to Mr. Nickerson!  Go figure...

04/xx/14     A Warren Resident Came Forward Submitting Evidence of {that Selectmen}.  This person was driving into the town dump when {he} was removing signs & caught placing them into the trunk of his car.  The signs removed were of Brian Corriveau & Mary Obartuck-Bellerose, but leaving Dario Nardi's signs there, as the evidence proves.  The witness went to leave the dump and saw below {picture #1}, and took pictures.  So here is more new evidence coming forward against the Town of election tampering.

04/22/14     Warren Municipal Employees Caught Stealing Elections Signs of:  Brian Corriveau & Mary Obartuck-Bellerose

Alleged Theft Suspects: 1 police dept employee, 1 Shepard Municipal building employee ordered by police employee & 2 unethical BOS members; all soon to be named publicly!!!!!

Allegedly not one Dario Nardi sign was Stolen; just the other 2 candidates running for Selectmen!  What does that tell you about the Town of Warren election fraud/corruption problems.?.  Town officials don't want Mr. Corriveau or Ms. Obartuck-Bellerose to win - that's why!

Agenda item:  " 6.  Discussion/Response to Open Meeting Law Complaint ".  Starts at 0:22:07 (22min; 7sec).

At 0:22:54 Chairman Downing starts reading a document and then publicly states, "Nope.  That's not it."  At 0:23:19 Mr. Lavash hands over his 3-ring binder to Mr. Downing, which he starts reading that document.  Mr. Downing publicly states, "....Mr. Baril filed with the Board of Ethics..."  FYI: Open meeting law violation complaints are filed to the Town & Office of the Attorney General.

At 0:23:27 Chairman Downing publicly states, "When we get those, we turn them right over to our legal counsel."

At 0:23:59 Chairman Downing publicly reads the prepared statement.  At 0:24:07 when Mr. Baril tells Mr. Downing, "This copy" Mr. Lavash freaks out and asks, "Where did you get it?".  Mr. Baril replies, "The post office."

At 0:27:36 Mr. Baril goes to respond back (when Downing just stated "correct me if I'm wrong Mr. Baril") and then he publicly replies, "No. You can't speak.  You are not on the agenda."  Mr. Baril publicly demonstrates Chairman Downing was not being truthful as he lays out the details of his conversation with him a few days ago, where he allegedly blamed two other individuals.

At 0:29:26 Chairman Downing then publicly states legal counsel wrote the letter, and they are to blame!

{ Version} Mr. Baril's factual evidence disputing Chairman Downing's public comments.  USPS postmarked 1/21 & Town signed for 1/23 12:33pm.

At 1:11:16 Chairman Downing is heard publicly allegedly saying, "I don't know how to respond to him." he tells Sgt. Joseph Laflower.

and the  "icing on the cake"  public comment is.........

At 1:12:24 Chairman Downing publicly tells Mr. Baril, "I made a comment to you that, A MISTAKE THAT WAS MADE THAT NIGHT I FAILED TO TELL HER, THAT THEIR COULD BE A POSSIBLE, EXECUTIVE SESSION, THAT NIGHT."  "Is that camera still on?"  Mr. Baril replies, "Yes."  Chairman Downing replies, "Turn that God dam thing off.  Don't talk to me if you got a camera.  What the hell is the matter with you man."

As a Warren resident - who do you believe now?  The creditability of Mr. Baril's testimony, the Town's legal counsel, or your own Board of Selectmen?

Agenda item:  "12.  Executive Session in accordance with MGL chapter 30A; Section 21.1".  Starts at 0:38:40 (38min; 40sec).

At 0:38:40 a hearing for a citizens complaint against 2 town employees from Warren Highway Department.  Mary Obertuck-Bellerose filed a formal written complaint with the Town regarding snow being dumped on her property.  The matter was supposed to be executive session, but the DPW employees agreed to talk in open session instead.

At 0:40:46 Ms. Obertuck-Bellerose explains her details to the Board, which included observing a front end loader dumping piles of snow on her property.  At 0:49:35 Town employee Thomas Boudreau explains their details to the Board.  Mr. Boudreau publicly stated that a pick up truck could have possibly dumped the snow there.  Ms. Bellerose saw a front end loader.

02/08/14     Public Records: Warren Police Harassment Towards Michael Baril

{ Version} 10/07/09 Chief Bruce Spiewakowski bans a citizen from the Town's own police station, which is a public building.  Mr. Baril shares his Chief Spiewakowski harassment with other Warren residents and they don't seem to believe it.  Well here is the Warren Police log entry proving your police chief screws over it own citizens.

{ Version} 12/19/08 Dispatcher Lisa Pensinger reports from Officer Mark Chase a "suspicious auto" on Old West Brookfield Rd.  This is a prime example of your police employees falsifying police records in your police computer system.  This particular day Mr. Baril saw Officer Chase on a traffic detail on Old West Brookfield Rd. and stopped to talk to him, getting his thoughts on the non-profit bringing potential for-profit businesses to town, which would benefit the officers having more police details.  So apparently Officer Chase notified Dispatcher Pensinger of his conversation with Mr. Baril, but the police log entry demonstrates something different - Officer Chase having a "suspicious auto".  So did Officer Chase give false details to police dispatch or was is Dispatcher Pensinger that data entered false details?  But wait - the log entry demonstrates that the data was modified by "Bruce Spiewakowski".  Maybe your own police chief is to blame?  Either way - someone's allegedly corrupt !!

01/28/14     Nancy Lowell called Warren Police on a citizen buying a street listing book?  Yep, more wasting of your tax dollars and she has the nerve to snitch your personal business to Warren Police, which in turn gets documented in their police log!  Second, she is also documented in town public records calling Warren Police on resident Brian Corriveau as well.  Now that she has been caught allegedly ratting out & allegedly snitching on two citizens they (i.e. town employees) allegedly personally don't like - how many other Warren residents are victims and don't even know it?  Yikes....

On Tuesday, 1/28/14 at 11:42am Warren Town Clerk Nancy Lowell is logged calling Warren Police.  Warren Police dispatcher Lisa Pensinger data entered "suspicious male at the municipal office building".  Upon listening to this audio recording, Nancy publicly stated, "Michael Baril is in the building, no fighting going on right now, but he just left my office and he bought a street list book, which made me nervous..." and then she publicly asks for the police to "intimidate" Mr. Baril by walking through the building.  Nancy immediately stated the individual's name/identity, so why does the police log entry contain false info?  So why do Warren Police officers allegedly take orders from Town Clerk Nancy Lowell?  How many Warren municipal employees working in the municipal office building are also allegedly corrupt?  The answer is - one is too many....

Town employees, including the Chief of Police, have no right to:  a) share your personal business on why you are visiting (i.e. paying your tax bill, asking questions about town items, purchasing something, etc),  b) inform the police when you are inside visiting,  c) ask the police to perform a search of the building to come find you,  and d) Chief of police has no right to intimidate or interfere while a Warren resident is engaged in official business/duties with the Town Clerk in that Chief requests your resident to withdraw his own recall petition?

So this is what town hall employees do?  Report what you buy from the town, discuss when you pay your tax bills, report what you do in town hall - they call the police and share your personal business with Warren Police - so they can log it in the police computer?  What a great way to serve your residents!  Employees violating your civil rights in visiting your own public building!  Your taxpayer money being used to harass citizens & residents acting with childish behavior.  Two Warren Police officers (Detective Mark Chase & Officer Gerald Millette) spent ~20 minutes looking for a male who purchased a street listing book?

01/25/14     Stephen J. Delanski, brother of Selectmen David A. Delanski, Harassed & Violated A Citizen's Civil Rights.  Warren Police Public Records {call number 14-593}

{ Version} On Saturday, 1/25/14 at approximately 10:15am in front of the West Warren Post Office, a gentleman later identified by a Town resident as David Delanski's brother, Stephen, attempted to tell a citizen that is was against the law to stand on a public sidewalk holding a petition.  Mr. Delanski became irate when he saw his brother's name on the paperwork and ordered the citizen to immediately leave the sidewalk (even though he told Mr. Delanski he had verbal permission from the post office employee) or the police would come and arrest him.  Mr. Delanski kept ordering him to leave the public sidewalk, move down 100 feet, then 200 feet, and then it changed to 2,000 feet, etc.  The citizen stood his ground and was proud enough to use technology in his cell phone to take his picture  {picture 1}  and  {picture 2}  and video/audio his behavior.  No citizen has the right to be harassed or intimidated by a relative of a Town public official.  Everyone has a right of freedom of speech and their own opinion.

01/10/14     Public Records: Warren Community Access TV (WCAT12) - BOS Meeting 1/7/14 Video

{ Version} On 1/10/14 a citizen mailed a public records request for a copy of the Town's video footage of the 1/7/14 7pm Board of Selectmen meeting.  A check for $15.00 is mailed, per the Town form.  He receives a phone call stating they accidentally did not record the Comcast outbound transmission, so the video has to be taken off a computer hard drive - and the cost now spiked to $50.00 -vs- the $15.00 publicly advertised on the Town's website.  The citizen mails a 2nd check for $35.00 for the price difference.
