08/19/15     Warren Police Department - 2001 admission from Warren Police Officer Joseph R. LaFlower RE: Molly Bish's emergency police radio to Warren Police dispatch.  Gross Negligence on behalf of the Town's own Police Department!  Officer Joseph R. LaFlower is a complete, utter disgrace as a sworn police officer in this Town, and should be arrested & jailed for violating the TRUST of the residents of Warren!

On or around 6/27/2001, (yes, 14 years ago), Michael J. Baril attended the candlelight vigil of the 1 year anniversary of the disappearance of Molly Bish.  This was when Mr. Baril met Warren Police Officer Joseph R. LaFlower for the very first time.  Mr. Baril engaged Officer LaFlower in a discussion of two-way radio systems.  Officer LaFlower discussed that Warren Police had switched over from the old 45.480 low band radio system to the new VHF repeater system.  During this discussion Officer LaFlower stated to Mr. Baril that Molly Bish was issued one of the old portables on the "old radio system, not the current one in use".  When Mr. Baril questioned why, he stated they didn't want her to hear all the normal police radio traffic, so they (someone above him) wanted her to use use the old system, since it was shut off.  He further explained the police were on the new system, BUT only dispatch was the only radios to hear & talk to the Comins Pond lifeguard.  Officer LaFlower further stated "he felt bad that she had a radio that was useless."  When Mr. Baril questioned what does that mean, he stated "The base radio inside the police station was broken.  Even if she called for help, we would not have heard anything."  Officer LaFlower told Mr. Baril in this 2001 face-to-face conversation to not tell anyone about this, but finding Officer Joseph LaFlower's handwritten contact info on the back of Mr. Baril's 2001 business card, and the pictures in storage.  Let the truth come out now - 14 years later !!!

Also in 2001, then Police Chief Ronald Syriac & Mr. Baril talked inside the police station about radio stuff.  He gave Mr. Baril and Central MA Public Safety Assn (CMPSA) permission to inspect the radios in police dispatch and help trace the antenna feedline coax cables in the cellar of the building.  The CMPSA staff member inspected the radios taking digital camera pictures of the radios and antenna cables inside the building.  He was able to confirm that the old 45.480MHz  low band base station did in fact not function because the antenna coax was crushed at some point by furniture being stored down there, and the coax was severed and hence had been shorted out (from the back of the base radio).  So the pictures taken in 2001 prove that Officer LaFlower's statements to Mr. Baril in 2001 were in fact true & correct - the base station was no longer connected to its antenna, hence it could Not have communicated with anyone.

07/26/15     Assessor's Office - MaryLou Coache Harasses Resident Brian Corriveau

Warren Police audio recordings of Assistant Assessor Mary Lou Coache, on 3/3/14, 12/5/13 & 2/27/14, calling Warren Police on Brian Corriveau.

MARYLOU COACHE # 1 is the most incriminating for the Town - "Bruce wanted me to call you this morning as he wanted someone to take a sweep of the parking lot at the municipal building before I get there because Brian Corriveau might be hanging out there.  I'm leaving my house now, takes me about 15 minutes to get there."  Dispatcher states it's a change of shift and I will dispatch a day officer.  MaryLou Coache asks, "IS IT GOING TO GO OVER THE RADIO SO PEOPLE WILL HEAR IT?"  The dispatcher states she can call them out back since it's a change of shift, and they are in the building."

Your own Town public record proves that Chief Spiewakowski and MaryLou Coache have a predetermined, thought out plan against resident Brian Corriveau and taxpayers are footing the bill for MaryLou and Chief Spiewakowski vengeance game!  Send her an e-mail and tell her what you think of her & Bruce's continued harassment of your own residents'.  It seemed like she was going to throw a fit if it went over the radio - it would foil her plan with "Bruce".  Ooh Bruce you're my hero...

07/26/15     Town Clerk's Office - Nancy Lowell Harasses Resident Brian Corriveau

Warren Police audio recordings of Town Clerk Nancy Lowell on 1/8/14 calling Warren Police on Brian Corriveau.  Nancy states, "Can you send an officer up to my office, please.  Brian Corriveau is here."  How much more evidence does one need to prove that certain Shepard Building municipal employees are criminally harassing it's own residents?

07/26/15     Board of Selectmen Chairman Robert K. Downing Harasses Resident Brian Corriveau

Warren Police audio recording of Chairman Robert Downing, on Mon, 2/17/14, asking who's on duty.  Dispatcher Pensinger replies, "We have Scott Romani or Mark Chase".  Chairman Downing, "Let me have Mark."   This recording was provided in one of a few public records request by resident Brian Corriveau to see how many times Warren public officials have been abusing their scope of authority and conspiring with Warren Police on a daily or weekly basis.  Mr. Corriveau was told by Sgt. LaFlower there were hundreds of audio recordings from employees in the Shepard Building to Warren Police, but Chief Spiewakowski decided to only give Mr. Corriveau less than a dozen and charge him $100.00.

07/16/15     Warren Police -vs- Resident Leroy Wilcox (example # 1) - How Town Employees Continually Falsify Records Against Its Own Residents (without the general public knowing, but Now Exposed).  Public records demonstrate it's the same "bad apple" police employees over & over.

{ Version} 08/12/09:  Warren Police "Application For a Criminal Complaint" on Leroy Wilcox dated 8/12/09.  Detective Mark J. Chase, Chief Bruce D. Spiewakowski and Officer Scott Romani respond to a call of an alleged assault.  The police report states, "Officer Romani placed Mr. Wilcox under arrest for assault & battery with a dangerous weapon at the scene."  The report goes on to state that while he was transporting 2 individuals to WPD, they told him about some marijuana plants growing behind Mr. Wilcox's house.  It then states that Detective Chase had Mr. Wilcox sign a statement giving Warren Police permission to remove the plants, and that is when Detective Chase supposedly goes back to the residence to actually remove the plants (now having written permission from the homeowner).  Mr. Wilcox, from his own personal knowledge, claims that the officers unlawfully & illegally went onto his property without obtaining permission, and factually stated the Warren officers involved then had Mr. Wilcox sign a "Voluntary Statement - Not Under Arrest" after the fact to cover their alleged illegal acts.

In studying Warren Police's own allegedly corrupt & incorrect police report, it publicly displays a photograph of Detective Mark Chase holding a plant (smiling from ear-to-ear), and according the report identifies Mark Chase supposedly returning back to the residence with (someone new) Officer Joseph LaFlower.  Obviously Mark Chase did not take the picture of himself, so the only other identifiable person would be Officer Joseph LaFlower.  At that time, the public had no knowledge that your detective has used this same photograph as criminal evidence against Mr. Wilcox - Mark Chase has also used it on a personal basis and put it on his own personal FaceBook page, as Mr. Wilcox had credible knowledge of this.  So law enforcement evidence was used inappropriately as a personal vendetta gain in defaming & slandering another Warren resident, a victim of police abuse & corruption.

CONCLUSION of Alleged Public Corruption & Falsification of Police Records in Town of Warren, within Warren Police Dept., and Detective Mark Chase as Responsible for Their Actions - TOO MANY DISCREPANCIES folks:

CONCLUSION:  Thank goodness for some Commonwealth of Massachusetts State Employees that have actual common sense, much smarter to outsmart the nitwit outcasts employed within the Warren Police Department - Courtney L. Sans, Assistant District Attorney from Worcester filed a "NOLLE PROSEQUI" ruling stating "... Assistant District Attorney for the Middle District and states to the Court that at this time the Commonwealth will not further prosecute the above individual for the offense of Possession of Class D, as the interests of justice do not warrant proceeding at this time" dated July 19, 2010.  RULING:  CASE DISMISSED against Leroy Wilcox, and what a continued waste of Warren taxpayer money spent criminally harassing our own residents!

07/16/15     Detective Mark J. Chase's family connection at East Brookfield District Court

 { Version} A woman named Carole Cristo is still a Massachusetts State employee at the East Brookfield District Court who works as a bail commissioner.  In 2007/2008 era, she was the actual "office manager" within the Clerk's Office.  So if you had any type of civil or criminal case from Warren Police - yes Mark Chase's grandmother, Carole Cristo, was the office manager.  Who knows if there were any alleged corruption problems with your case being mishandled either by Ms. Cristo, Clerk-Magistrate Elizabeth Maunsell or Warren Police - Detective Mark J. Chase.  Mr. Mark J. Chase supposedly still resides in Millbury.  It was all figured it all out when one of the clerk ladies opened her mouth and said too much of their direct personal reach-out-and-touch-someone telephone communication with Chief Spiewakowski's cell phone.  This is why the State employees at East Brookfield District Court can not be trusted to handle any court case unbiased - hire an attorney!

CONCLUSION:  Disingenuous & inappropriate public behavior by your own Massachusetts municipal/State employees of East Brookfield District Court.

07/15/15     Warren Police -vs- Resident Brian Corriveau - How Town Employees Falsify Public Records Against Its Own Resident (without the general public knowing, but Now Exposed).  Public records demonstrate it's the same "bad apple" police individuals over & over. 

{ Version} 01/08/14:  Brian Corriveau brings in his own home-made election sign (clearly Not election time in January 2014), Nancy Lowell throws a fit, Selectmen Lavash intervenes, and Nancy calls the police.  Police attempt to "investigate".  An unbiased officer agrees that Lavash allegedly assaulted Corriveau with intent to criminally charge Lavash.  The next officer gets "orders" from Chief Spiewakowski to assist him in the investigation process.  Records prove the Chief asserted himself on to this case (which was another officer who was doing the right thing to begin with) and biasedly messed it up - making the criminal charges magically disappear and the case vanishes into thin air.  No more police reports, no more nothing.  So Brian Corriveau gets screwed over by one disingenuous police officer.

{ Version} 03/18/14:  Warren Police "Application For a Criminal Complaint" on Brian Corriveau dated 3/20/14.  The truth is this...  Selectmen told Chief Spiewakowski that Brian Corriveau has public called him a "rabid dog", it was him that ordered Sgt. Joseph LaFlower to write up & file criminal charges against Brian.  Sgt. Joseph LaFlower actually charged charged Brian with Chapter 272; Section 40A.  The correct charge is Chapter 272; Section 40.  Warren Police is obviously incompetent.  This was a personal "vendetta" and not "real law enforcement / police work" just the Chief having a hard on over trying to frame certain residents to send them to jail/prison, if they could get away with it.

{ Version} 03/18/14:  Warren Police's Witness List.  Sgt. Joseph LaFlower unlawfully added residents names as "witnesses" without asking for any of their permission and Warren Police told the court all these people would come and testify, but Warren Police never mentioned them anymore once the trial started - so they vanished from the case.

{ Version} 05/08/14:  Show Cause Hearing (East Brookfield District Court).  To summarize Mr. Corriveau's experience in front of East Brookfield District Court Clerk-Magistrate Elizabeth Maunsell was an absolute (bleeping) joke.  She proved right away that she was "biased" against this case and she has earned herself the title of "definitely an alleged corrupt Massachusetts State employee / state official".  East Brookfield court officials refused to even listen to additional witnesses, evidence & sworn testimony that Warren Police Department officials had allegedly intentionally fabricated & falsified the law enforcement case (including evidence presented to Clerk-Magistrate Maunsell) against Mr. Brian Corriveau.  Mr. Corriveau and other Warren residents interviewed & questioned all of the "Warren Police witness list" and not one the individuals gave permission to Chief Spiewakowski nor to Sgt. Joseph LaFlower for their personal name(s) to be used on Warren Police town records to criminally prosecute Brian Corriveau.  Warren Police Officer C. Scott Romani then allegedly committed the crime of perjury in the personal presence of Clerk-Magistrate Maunsell by public stating to her as a Warren Police officer, while being audio recorded for the State's public records, when she respectfully asked Officer Romani if all the individuals listed on the Warren Police report are in on board and will come and testify to her court - Officer Romani replied "YES", knowing at that moment, they were false & maliciously fabricated witness in the Town of Warren public records.

SUMMARY:  The Town of Warren and its Police Department played Clerk-Magistrate Elizabeth Maunsell like a broken record.  How could she be so naive & stupid by allowing false Warren public records that were used to maliciously prosecute a criminal charge on a Warren resident in which the case was not true to begin with.  She allowed it in her court and she's an active participant in the malicious prosecution of Mr. Brian Corriveau.  The State's own public records from her own court and her own participation in his "show cause hearing" prove it!

The records request above was to include the Town's records on Nancy Lowell's alleged sexual assault incident (from several years ago) in which a male Town employee was the alleged suspect engaging in alleged criminal behavior.  The police department failed to provide these records as they were within the scope of requested records.  Now - you the public - can learn why Nancy Lowell has a "panic button" because she allegedly works in fear stemming from a past alleged incident at the Shepard Building.  Read a page from public records below.

{ Version} Alleged Past Sexual Assaults Exposed (alleged victims & the alleged suspect) - Excerpt from multiple public records received.  The alleged victims are alleged Nancy Lowell (Town Clerk), alleged Kim Hatch (former selectmen Robert Downing's daughter whom he helped put on as the secretary of the Board of Health) and Board of Selectmen's Secretary alleged Angela L. Cavanaugh (not mentioned in this public record, but in another).  Ms. Cavanaugh was actually Jean McCaughey's coworker - so allegedly how did Jean McCaughey, being the sexual harassment officer at that time, allegedly fail all four alleged victims and let the alleged suspect and Warren Police Department get away with several alleged crimes swept under the rug, and out of view of the public?  Someone should be held accountable, allegedly criminally charged, allegedly arrested and have their day in court (other than East Brookfield CROOKED Court).

07/15/15     UPDATE on Warren Resident Gary F. Como, Sr. (Sue Como's husband).  CRIMINALLY CONVICTED & SENTENCED - No prison time, but two years probation!  Restitution (joint & several) in the amount of $831,09.01.

 

from 12/03/13     CRIMINAL & FELONY CHARGES for Gary F. Como, Sr. of Warren.  Per the court documents, local businesses were scammed out of $914,757.32.  Gary Como is the husband of Susan Como, former Chairman of your Town's "Finance Committee".  Do you as a citizen/resident have faith in her now?

Starting at 3:20 (3min; 20sec).  Resident Peter Krawczyk addresses the Board of his concerns on the town hall bells/chimes ringing at nighttime disturbing residents sleeping.  Mr. Krawczyk handed the Board a handout on noise decibel guidelines & affiliated paperwork to read & review.  The Board will attempt to try and turn down the volume level.

Starting at 9:35 (9min; 35sec).  Resident Sean Leboeuf addresses the Board that back in February the Board was spoken to and they were supposed to report back at their next meeting about the status of why the Warren Highway Department was driving around with vehicles with rejection inspection stickers.  Dario Nardi updates the audience.  Will the Board react to discipline the Chief of Police for failing to provide the Board's with answers?

Starting at 17:05 (17min; 5sec).  Resident James Kordek addresses the Board of his concerns about the maintenance on town vehicles and why vehicles would be driven on the road having failed inspections, and have a rejection sticker.  Second Mr. Kordek informed the Board that marked cruiser # 2, the inspection sticker on the windshield expired in February 2015, and it is now March 10th.  So why is Chief Spiewakowski allowing his own vehicles to be used for patrol and they are continuing to violate State laws.

Starting at 19:15 (19min; 15sec).  Resident Michael Baril attempts to explain publicly that he attended the Capital Planning Committing meeting last night, and Chief Spiewakowski was "uncooperative & evasive" in answering the public's questions about his own vehicle maintenance & mileage.  Once Mr. Baril exposes that Chief Spiewakowski lied to the Capital Planning Committee about cruiser mileage, Selectmen Delanski immediately attempts to shut Mr. Baril up by telling him he can't talk about the Chief of Police because he is not present in the room to hear what he has to say.  Mr. Baril then has to tell Mr. Delanski what their own policy & procedures are and no where does it state that if you talk about someone or something, the BOS has to force the audience to stop talking!  Mr. Baril tries a third time to say another word, and Mr. Delanski just talks over Mr. Baril and goes onto the next agenda item.  At 20:35, Mr. Delanski " If you are going to talk about that, you are done! "

So there is NO freedom of speech according to Mr. Delanski, we control what one wants to inform the public at their own public meeting.  Welcome to the Warren dictatorship!

Riley {E-Mail:  briley@k-plaw.com  and Office Phone:  (617) 556-0007}.  Warren residents, taxpayers & voters can send him e-mails and/or call their office and ask why Mr. Riley LIES for the Warren Board of Selectmen and allegedly covers up municipal employees engaging in alleged crimes that happen within the Town, and on Town payroll time!  What normal attorney covers up criminal activity of Town employees when you have innocent victims being harassed!

The public records request purpose was for document(s) that came from Warren Police Department to the Board of Selectmen to change his employment status in the Town computer system from "active" to "injured on duty".  The resident & taxpayers want to see the documents in the B.O.S. office of when, where, how & why Mark Chase was injured on duty, if he's even really injured to begin with, which this was going to publicly prove!  But The Board of Selectmen spent several more thousands of your tax dollars for Town Counsel Kopelman and Paige, P.C. to write Mr. Baril a letter telling him "they have located the records, but the Town doesn't want anyone from the public to see it".  What is there to hide unless you are all allegedly corrupt public officials and have to hide the "truth" from the public!  The so called truth is Mark Chase is allegedly was not injured in September 2014 and is a "cover up" to fly under the radar as he doesn't report to work anymore.

FACT:  Town Employee Mark Chase was working regular shifts (from Sat, 5/31/14  to  Fri, 9/12/14).  A Warren resident, who had an alleged criminal case pending in East Brookfield District Court, had a court hearing on Thursday, 9/11/14.  The flip side of the coin has to do with several Warren Police Officers allegedly falsifying multiple police reports, and the creditability of Mark Chase (as a law enforcement officer) was called into question during this pending Warren resident's case.

Starting Sat, 9/13 Mark Chase's timesheet displays "IOD" for injured on duty and starting from this point forward, Detective Mark Chase is "magically injured".  So what Warren public officials thought up the plan for Mark Chase to "stop reporting to work" and the Chief of Police and Board of Selectmen individuals have been paying Mark Chase 40.00 hours a week, plus holiday pay - THOUGH Mark Chase stopped filling out his own timesheets!  So The Town is paying Mark Chase solely because someone is filling them out and submitting it, and without any signature of Mark Chase.  So a Town employee is getting paid for not showing up for work, and someone other than Mark Chase is forge's his timesheet and submitting it.  As you can see in the "For Administrative Use Only" section (lower right) a Warren PD employee is writing (pay 40 hours).

What Town employee fails to show up for work and gets paid free money?  In Warren, and approved by your own Chief Spiewakowski & Board of Selectmen, where they pork the taxpayers and waste money to someone's who is now "flying under the "radar" & "out of public view".

How Citizens Figured It Out?  BOS candidate Dario Nardi was asked how his name appeared on the Warren Police Report as a victim & a witness to Mr. Corriveau's criminal charges.  He acknowledged to Mr. Baril that he had NO idea his name was used to criminally prosecute Mr. Corriveau, and nor had he given the Police permission to use or list his name.  That same night Mr. Corriveau had questioned Donald G Nickerson of the same, and the same exact answer - he had NO idea his name was used to criminally prosecute Mr. Corriveau, and nor had he given the Police permission to use or list his name.

On Thursday, 2/19/15 at the Warren Special Town Meeting, Mr. Kenneth Frazier was asked if he had knowledge that his name was listed on Brian Corriveau's police report to prosecute him, and that he would be testifying to help prosecute & convict Mr. Corriveau, and he too - had no knowledge that his name was listed on the police report, and nor had he given anyone from Warren Police permission to use or list his name.

  10/05/09     Board of Selectmen DECEIVED & LIED to everyone!  Massachusetts Public Records Prove "Patricia Leboeuf's Sexual Assault Complaint" was SUBSTANTIATED!!!  The BOS held a hearing on Tue, 10/28/08 at 6:00pm between them (present were David Delanski, Robert Souza & Jean McCaughey) and Patricia.  Robert Downing was not present at this hearing, as he was away on vacation.

Page 2, line item # 20.  " The Town of Warren Board of Selectmen held a hearing at which Leboeuf's allegations were substantiated.  In response, Blais was suspended for 3 days and he thereafter returned to his job. "  So Mr. Blais was suspended for the sexual assault matter, and not stealing the Town's equipment.  The public records seem to indicate he was NEVER disciplined for the theft of town equipment.  The BOS "swept this whole matter under the rug".

Downing.  So all three individuals plus Jean McCaughey had factual knowledge of the alleged crime that was committed while employees worked during business hours.

Souza against Raymond Blais, a highway department employee.  If the alleged sexual assault was not true, then the BOS individuals would not have taken disciplinary action, correct?  This is what happens by your own residents, willful disregard & disrespect to you, the resident & taxpayer.  Lies & more lies...

  10/29/08     SEXUAL ASSAULT PROOF:  David Delanski & Robert Souza attempt to blame then Warren Highway Surveyor, Gary Odiorne.  It was allegedly the BOS individuals that failed their own Town by ignoring initial complaints of sexual misconduct reported by several Town employees.  Mr. Raymond Blais had previously been allegedly disciplined multiple times for allegedly driving your own town vehicles while allegedly intoxicated, and the Warren Police Department allegedly never took any law enforcement action either, none of the times.  More Town municipal government cover-ups!

  12/18/08     STOLEN HIGHWAY EQUIPMENT TRUTH #2:  What REALLY happened in "secret Executive Session # 2" (out of the view of the public) and for the same accused alleged sexual assault suspect under BOS investigation?  You can thank David Delanski, Robert Souza & Robert K. Downing for protecting Raymond Blais.  More municipal cover-ups!

{ Version} Minutes of Executive Session "The purpose of the meeting was to discuss discipline and possible termination...."  and quote, "Mr. Delanski said [redacted] stay on, he would want such an agreement."  On 10/29/08 it was Mr. Delanski that signed a Town letter disciplining Mr. Blais for alleged sexual assault on Patricia Leboeuf, which was a crime, and now he wants to keep Mr. Blais employed with the Town so he can keep his salary & pension, and not loose any money.  Ooh and he was never formally charged and/or arrested for the alleged sexual assault by any law enforcement personnel either that Mr. Delanski wrote him up for!    So much for unbiased justice.

  01/20/09     "Selectmen Mum About Employee Discipline - Missing Equipment Prompts Investigation"  Did Warren residents David Delanski & Robert Souza (Board of Selectmen individuals) allegedly BLATANTLY LIED to Warren residents, and to everyone else who read this article?

" An unidentified town Highway Department employee has been disciplined by the Board of Selectmen after an investigation into missing town equipment.

Selectmen David A. Delanski and Robert W. Souza Jr said yesterday that talk about town that the board is trying to sweep the matter under the rug is untrue.

Mr. Souza said he is satisfied that action was taken in the best interest of the town, but in his opinion it did not go more than we did.  We were told by town counsel that if we took any further action we would lose a court battle and it would cost the town a lot of money, Mr. Souza said.  The stiffest disciplinary action allowable by law was taken." .........

Absolutely nothing was swept under the rug, Mr. Delanski stated. "

 

CITIZENS & RESIDENTS:  Read the above article first and then read the actual town's own public records - they don't match at all !!!!!

Per the Town's own internal public records, Warren Highway employee Raymond Blais was actually allegedly disciplined for the alleged sexual assault and not for stealing the Town's own equipment!  No where in this Town public record does it talk about stolen equipment.?.  David Delanski & Robert Souza knew this personal knowledge & failed then to tell you the truth; hence you were allegedly LIED TO by your own people!  An alleged criminal offense took place and why did they fail to engage any law enforcement agency to investigate the crime, which was disregarded.
