Agenda item:  " 1.  Mr. Baril will be given the floor for 10 minutes to present the Commissioners with his complaint regarding the Town of Warren and the property owner of map 30. "

Complaint against the Town of Warren, it's Planning Board, it's Board of Health Inspector, and the police officers as individuals who went shooting inside that gravel pit, as they ALL knew they could be knowingly engaging in an illegal behavior within the "groundwater protection overlay district".

What does this mean - Warren town employees were grossly negligent for environmental violations to your Town's water supply.

Michael Baril & resident Robert & Charlene Farris attempted to file a formal complaint at the Sept 18 & Oct 2 Planning Board meeting, but the Board failed to do that.  The complaint was the un-permitted operation of a police shooting range in the Lois Fijol gravel pit on Brimfield Rd.  Mr. Baril has video documented evidence against the Planning Board that it failed to report in the Town's records the multiple environmental concerns & violations, and public stated they saw no violations.

The Planning Board criminally covered up the Lois Fijol gravel pit site inspection, as Chairman Ramsey admitted at the Oct 2 meeting that only himself went inside the property with Mr. John Fijol.  So the other Board members never saw the environmental violations.

Michael Baril confirms Board Received a Complaint from the Massachusetts Department of Environmental Protection (DEP) of environmental & Public Water Supply Concerns at Fijol's Gravel Pit (Brimfield Rd.), and that their Health Inspector is Conducting a Site Inspection that (Thursday) afternoon.

09/18/17     Planning Board meeting {Monday at 2pm}

Warren Police Shooting Range Alleged Violations in Fijol Gravel Pit, Shooting Hundreds of Rounds into Junk Motor Vehicles, in which Adjacent Property is Warren's Public Water Supply, go figure?

So much for a public meeting agenda item - property representative John Fijol & wife Carrie Plante-Fijol assaulted Michael Baril on Brimfield Road (a public roadway) as he video recorded this public agenda item, as well as the assault.  Mr. John Fijol is the owner of "Fijol's Junk Yard, Inc" (wonder where the junk vehicles came from?) and he's vice president of  "R J Fijol Inc".  After the Baril assault & Planning Board public meeting disaster, magically (someone) called Warren Police to report (TBD?) - Mr. Baril videoing an on-site public meeting from the Town's own public records "notice of public meeting".

John Fijol quote from videoed assault:  "I will cut you up into pieces and put you in the trunk of your own car" and additional threats on Mr. Baril's life.

Carrie Plante-Fijol quote from videoed assault:  "My husband has a very violent temper, and he will hurt you" - but she has to physically hold him back during each time he charged after Mr. Baril several times, and in front of the entire Planning Board, the most screwed up public public meeting knowingly let out of control by the Chairman, and all caught on camera.

07/21/17     2015 Election - "Town of Warren: You Already Paid For It, but Don't Know It" Episode 3

Gagner Assault & Battery on Michael Baril,  Sgt. LaFlower Knowingly Falsified Police Reports to Aid Gagner's Best Interests,  Warren Police forwards false police evidence to Uxbridge Police Department to Aid Board of Selectmen's Personal Vendetta,  Uxbridge Police Officers Now Implicated in Criminal Behavior & Criminal Collusion to maliciously attempt to prosecute Michael Baril, both Towns are being SUED.

 

NOTICE:  Sorry, video is lengthy because it's a lot to expose from 2015.

Educational Facts / Highlights / Public Knowledge:

  1. FACT - On 9/16/15 Selectmen James Gagner committed the crime of assault & battery to Michael Baril, while on Town property.  Selectmen Dario Nardi was immediately notified after the crime.  He agreed Mr. Baril should go to the Warren Police Department to report the A&B, which was done properly.  Mr. Baril filled out a "voluntary statement" affidavit.
  2. FACT - What was not done properly, is once Sgt. Joseph R. LaFlower came in to the police station, and learned the suspect was James A Gagner, Jr., he then knowingly refused to enter him into the police computer as a suspect of a crime.  It was also made known that he should not be involved in any police report since he's was intimately involved with James Gagner's campaign.
  3. FACT - A (magical unnamed) State Police Trooper from Sturbridge knowingly falsified their police records and knowingly worded 2 log entries to what Warren Police & Selectmen James Gagner needed, in order to get a conviction on Michael Baril.  The East Brookfield District Court hearing backfired, as Mr. Baril hired an attorney to fight the false James Gagner allegations.  The Board of Selectmen, which included Gagner, proceeded to tell residents that Mr. Gagner won, but it was the other way around - Baril won !
  4. FACT - Warren Police Chief Bruce D. Spiewakowski knowingly passed along false & malicious allegations to Uxbridge Police Chief Jeffrey A. Lourie & Uxbridge Officer Josiah J. Morrissette.  Uxbridge Police took it upon themselves to bring Mr. Baril in for an official interrogation in their interview room, and Uxbridge Police advised it would be video taped.  End result - Mr. Baril is using this Town public record to civilly sue & criminally prosecute the Town of Warren & its police department.
  5. EXPOSED - Selectmen James Gagner, although in court as a private individual, not as official capacity as a Warren Town employee, his own admissions of abusing his power of authority as a Town Selectmen, that obtained "special State Police records" given to his personal friend, Sgt. Joseph R. LaFlower, who in turn handed them over to Selectmen Gagner which was used to maliciously aid in the criminal prosecution of Michael Baril.

07/06/17     " An Open Speech To Residents of Warren " on the 2015 Election.  Mr. Michael Baril exposes the 2015 Town of Warren - Campaign, Election & Voter Fraud (civil & criminal components of Mark J. Chase -and- James A. Gagner, Jr., including the anti-Mike Baril terrorism website that was intentionally used to persuade & trick voters to Not vote for Michael Baril).  The website, which sometimes had threatening content, was constantly edited, continuously erased, and constantly updated, etc.  Watch the below video to learn about why Michael Baril moved out of Warren just after the May 2015 election, which was directly from the rash of threats to his place of residence on Southbridge Road, from Warren Police Officers, acting outside their scope of authority and engaging in criminal behavior (outlined in some detail) while on duty.

Mr. Michael Baril intends to file a "mass tort litigation" lawsuit on behalf of taxpayers & voters of Warren demanding the Town's general liability insurance provider REFUND each voter $20,000 in damages, including ex-police detective Mark J. Chase, a Town employee, who owned & operated the website, while in capacity of official law enforcement capacity/employment in Warren, that provided death threats to Michael Baril & other Warren residents specifically named on that website, for (those then officials who knowingly defrauded it's voters)

DEFINITION OF "mass tort litigation":  lawsuit brought by a number of people who suffered similar harm or losses are "mass tort litigation" and "multi-district litigation" (MDL).

DEFINITION of "class action lawsuit":  lawsuit is one in which a group of people with the same or similar injuries caused by the same product or action sue the defendant as a group.

07/06/17     The anti-Michael Baril hate website (michaelbaril.info) was shut off 3 weeks prior of 4/27/16, prior to 1-year from the initial domain purchase, but another hate website replacing the 1st one was (wannabemike.com) came on line.  This website & it's webmaster was surely Mark J. Chase, as the entire website content was making Mark J. Chase look like a victim of Michael Baril.  Though it was continuing on to slander Michael Baril & the previous same Warren residents and have publicly displayable death threats too.

ATTENTION WARREN RESIDENTS - here is the webmaster's own public reason why them (Mark J. Chase & James A. Gagner, Jr.) created the anti-Michael Baril hate website in the first place - "...return some favors..." - during the 2015 campaign/election.  So who owned who a "favor" so bad all 3 of you need to threaten Michael Baril & other Warren residents, and you all work here!

Michael Baril publicly addresses Chairman Dario Nardi that during his 2014 candidacy for the Board of Selectmen, then current Chairman Robert K. Downing, appeared to have tampered with the campaign & election process, as Chairman Downing ordered another Warren employee to steal (i.e. trespassing on private property & committing the crime of larceny under $250) in which this Warren employee stole Brian Corriveau's campaign signs off trees from 749 Reed Street.  Though B.O.S. Chairman Robert K. Downing's residence is directly across the street at 668 Reed Street, which was the motive for Chairman Downing so he "would not have to look at Brian's signs across the street from his own personal home".  Mr. Baril obtained the results of a Commonwealth of Massachusetts public records request, which contained the court transcript of when Brian Corriveau personally sued Robert K. Downing for the theft of his campaign signs in 2016.
