Police. A Taxpayer "WTF" Moment?

to Warren Police seeking the following Town owned records:
On 12/26/13 police secretary signed the U.S. Postal Service return receipt card & accepted the mail.
On 1/13/14 at 8:49am Chief Spiewakowski phone called the requestor to tell him the above records - the cost is $1,897.00. After going around in circles that the Town's quote was outrageously overpriced, he advised the Chief that he was consulting a municipal attorney.
On 1/30/14 citizen received a certified letter in the mail. After studying the document, any Warren citizen could determine that Chief Spiewakowski did not write the content of his signed letter, that Town Counsel did since it references MA General Laws and past case law. The quote for above records changed from $1,897.00 to $1,874.88. Get this - here is the breakdown:
Back on 7/7/09 requestor did similar request for time sheets for dispatcher Lisa Pensinger. He received ~100 pages and the cost was $97.30 (including labor). So what is the problem now - you say?

ending December 31, 2013. Now there are other itemized topics on the two

Tuesday, 1/7/14 the citizen received from WCAT stating they can't find Town's
original. On 1/9/14 the Town's master video is found and a copy is made for the citizen,
at the cost of $15.00 to receive a mini DV cassette, not a DVD.

11/12/13 Insurance Contracts & Policies of "General Liability & Property Insurance" {Massachusetts Interlocal Insurance Association (MIIA)}. Taxpayer cost $92,998 per year.

Cities &
towns get their municipal insurance through the Massachusetts
Interlocal Insurance Assn (MIIA), a non-profit collaborative of
Massachusetts cities & towns. Page 9 displays an estimated annual
premium of $92,998. When the next fiscal year billing is invoiced to the
Town, sometimes there are "good customer credits", which explains why
an annual invoice may be less than the proposed premium.
Auto Coverage: pages 10-13.
General Liability: pages 14-26. Insured for $1,000,000 (each occurrence limit) and $3,000,000 (general aggregate limit). The deductible for "designated hazards" bodily injury liability and/or property damage liability is $2,500 (per claim).
Foreclosed Residential Property Liability: Insured for $500,000 (each occurrence limit) and $1,000,000 (general aggregate limit). The deductible for "foreclosed residential property" bodily injury liability and/or property damage liability is $5,000 (per claim).
Warren has insured the following vacant properties: 379 Bemis Rd., 50 Southbridge Rd. and 244 O'Neill Rd.
Property: pages 27-35. Insured for $17,435,059.
Umbrella/Excess Liability: pages 36-40. All public officials are insured for $1,000,000 (each claim) and $3,000,000 (annual aggregate).
When an individual or business takes legal action against the Town, the Board of Selectmen & town counsel turn the claim over to MIIA and they typically handle the matter from this point forward. MIIA incurs all costs affiliated with the claim (i.e. attorney fees, any monetary payouts/settlements to a plaintiff, etc.) and once the matter is officially closed out, MIIA invoices Warren the "deductible invoice". So if a plaintiff wins a $75,000 settlement, MIIA invoices the Town with a $10,000 flat-rate deductible invoice. In this example, taxpayers only lose $10,000 and not the full $75,000. MIIA ends of eating the difference. In a case where the plaintiff is awarded say $6,000, then MIIA only invoices for $6,000, and not the full rate $10,000 deductible.
Now that you have learned the MIIA contract/policy, anyone wishing to take legal action against the Town technically can sue with damages ranging from $10,000 all the way up to $1,000,000 and the deductible invoice (i.e. taxpayer cost) remains the same. So for a $10,000 flat rate deductible, a plaintiff can easily allegedly receive a financial settlement between $10,000 & $1,000,000.

Environmental Police Officer (Warren resident H. William Ramsey) interjects
himself in a personal vendetta towards Mr. Michael Baril by calling Warren
Police because he is driving his non-profit company vehicle on Coy Hill Road,
which is a public roadway in the Town of Warren. The log entry states,
"...He has no business being there and would like him removed."
So Warren Police apparently takes orders from Mr. Ramsey (who's not a town
employee) on citizens he doesn't like, and wants them arrested for driving on a
public roadway, Coy Hill Road - the same road that Mr. Ramsey lives on; what a
coincidence! Warren Police respond lights & siren to a fictitious
call, endangering the public while responding to the call, all because Mr.
Ramsey calls the police of a motor vehicle on his street? Does Mr. Ramsey
own Coy Hill Road? If this is isn't law enforcement / police corruption,
abuse of power, then what is? This is America, right? Wait - it was
Mr. Ramsey's co-worker that wrote Mr. Baril a false traffic citation back in

cell phone records regarding a harassment issue from H. William Ramsey to
citizen & land owner Michael Baril. Similar to the " 05/09/09 H.
William Ramsey incident # 1 " below under UPDATES - 2009, Mr. Ramsey called
Warren Police on Mr. Baril because he had driven past his own land lot, was
looking at the radio tower, and allegedly had driven "too close" to
Mr. Ramsey's house, which is located prior to the dead end of Coy Hill Road, a
public roadway in the Town of Warren. Mr. Ramsey called Warren Police
dispatch, which she allegedly phone called Chief Spiewakowski, which in turn
dispatched a marked cruiser that came lights & sirens up Coy Hill Road to
"stop, hold & question" Mr. Baril. Warren Police Officer
Romani responded and spoke with Mr. Baril, and the call was assigned call #
12-2693. After discussion of inappropriate behavior of certain Warren
public officials, Officer Romani left Mr. Baril's property.
Immediately Mr. Baril called Mr. Ramsey's house to ask him what was his concern to call the police on his own neighbor? Mr. Baril called Warren Police and got the runaround, so he wanted to file a police report against William Ramsey (the caller), the Chief of Police who allegedly wanted Mr. Baril arrested for driving too close to Ramsey's house, and dispatcher Lisa Pensinger was involved as she was communicating via radio to Officer Romani if Mr. Baril was being arrested? Warren Police refused service to let Mr. Baril file a police report to document the incident and/or criminal harassment.
In the records link above, it shows Mr. Baril has proven an alleged corruption collusion plot between certain Warren Police officials and H. William Ramsey, also a law enforcement officer. This is how Warren public officials treat new residents to their Town?

Mr. Baril re-sends the e-mail again on 5/23. A reply back, due to open
meeting law, they can not meet off camera, on camera - yes. On 5/24 &
5/25 Mr. Baril replies back saying put me on the agenda, and itemizes ten (10)
topics. Mr. Baril ignored for week, until 6/16. On 6/23 Mr. Baril
receives a certified letter from the Board, which was mailed to a fictitious address.
On 6/29 Mr. Baril e-mails back the Board asking what happened to his agenda
request they told me. Mr. Baril asked why they didn't use his Warren PO Box,
which was clearly provided. No response,
ignored again.....
To clarify - it was Angela L. Cavanaugh the selectmen's secretary, who stated Mr. Baril will be put on the agenda, and that he didn't want to actually file a formal complaint, unless the Board stated that needed to be done. Mr. Baril did not file any complaint.

the BOS' own ass, and possible Warren Police Dispatcher Lisa Pensinger who was

Baril immediately informed their office of the mistake. The Board did
nothing, letting people bid based upon alleged false information. Mr. Souza didn't
do a dam thing for his fellow residents in Town, in fact they got backstabbed by

"He was been hanging around and trying to get a job with my department. He works for a radio service or so he says. Thanks for this. I don't know how I missed this post before. We knew he was a whack job but damn. He even has an address in our town now, quite a distance from Uxbridge."
This is the so called professionalism of the Warren Police Department in which your dispatcher (paid hourly with your tax dollars & taxpayers owned computer she's using) to slander & trash-talk the Town's own citizens, residents & taxpayers which this is not part of the Warren Police Department operational activities.
Page 1 is her employee timesheet from the Town's public records that proves her work shift was: 3:00am to 3:00pm (4.0 hours overtime, 4.0 hours 3rd shift rate and 8.0 hours regular pay). Ms. Pensinger's login avatar is a rabbit holding a knife in the left hand with phrase "Cute but Evil. Things Even out."
